Job Description

Our Northwest Ecosystem Restoration Science and Planning (ERSP) Team is seeking a Senior Environmental Planner and Project Manager to lead multi-disciplinary teams in conducting comprehensive environmental review and permitting for projects with a NEPA and/or SEPA nexus. Our dynamic interdisciplinary ERSP team includes environmental planners, biologists, cultural resources specialists, GIS specialists, geomorphologists, and stream restoration engineers who provide leadership and support for a variety of public and private sector projects. Our relationships across the company allow us to regularly and seamlessly collaborate closely with technical specialists outside of our immediate team in nearly any area of expertise. The duties of this role include project/task management, interagency/interdisciplinary coordination, public involvement, business development, and opportunities to build a team and mentor staff.

The Senior Environmental Planner and Project Manager will report to Bellevue, WA but may reside anywhere in the United States. This is a hybrid work environment and most work may be performed remotely; however, travel may be required for specific internal or external meetings or project needs.

Here’s what you’ll do:

• Interface directly with clients, internal team members including subconsultants, regulatory agency staff, and tribal representatives.

• Lead the preparation of documents in compliance with NEPA and/or SEPA.

• Develop and recommend appropriate approaches to complying with NEPA, SEPA, and other environmental laws such as Section 106 of the National Historic Preservation Act, Section 4(f) of the US Department of Transportation Act, the Endangered Species Act, Clean Water Act, Rivers and Harbors Act, Coastal Zone Management Act, Migratory Bird Treaty Act, Marine Mammal Protection Act, and the Washington Shoreline Management Act.

• Staff and manage interdisciplinary teams.

• Develop project scopes, schedules, and budgets and manage project delivery to meet client expectations and Jacobs financial goals.

• Lead or assist with the preparation of competitive bid proposals and participate in presentations.

• Recognize, communicate, and mitigate risks.

• Provide expertise in federal, Washington State, and local regulatory requirements and permitting processes.

• Bachelor’s or Master’s degree in Planning, Regional Planning, Environmental Planning, Environmental Science, Environmental Policy, Geography, Biology, Ecology, Landscape Architecture, or related field.

• 10-15+ years’ experience in environmental planning studies, analysis (with an emphasis on NEPA and SEPA compliance) and permitting.

• Familiarity with the triggers, administering agencies, compliance pathways and/or application procedures, and typical conditions under NEPA, SEPA, and other environmental laws such as Section 106 of the National Historic Preservation Act, Section 4(f) of the US Department of Transportation Act, Endangered Species Act, Magnuson-Stevens Fishery Conservation and Management Act, Clean Water Act, Rivers and Harbors Act, Coastal Zone Management Act, Migratory Bird Treaty Act, Marine Mammal Protection Act, Washington State Hydraulic Rules, Washington Growth Management Act, and Washington Shoreline Management Act.

• Experience preparing NEPA documents, including Categorical Exclusions, Environmental Assessments, and/or Environmental Impact Statements.

• Proven project management expertise, including managing interdisciplinary teams, and skills related to scope, schedule, budget, risk, and opportunity for environmental planning and permitting documents on projects budgeted over $300,000.

• Demonstrated experience contracting with and managing subconsultants.

• Business development expertise with the ability to market to state, local, and private clients, secure environmental and planning projects, support market assessments, conduct quality control reviews, and participate in business development activities (including proposal preparation and interviews).

• Ability to travel as needed for project assignments and pursuits.

Ideally you’ll also have:

• Experience working with City of Seattle, King County, Sound Transit, Washington Department of Transportation, Federal Highway Administration, Federal Transit Authority, US Coast Guard, Bureau of Land Management, National Park Service, US Forest Service, US Army Corps of Engineers, US Fish and Wildlife Service, Bureau of Reclamation, Washington Department of Fish and Wildlife, and Washington Department of Ecology.

• Knowledge of design-build and/or progressive design-build contract models and experience in an environmental lead role on such projects.

• Experience tracking environmental commitments and monitoring environmental compliance during construction.

• Comfort with interpreting engineering design drawings.

• Experience preparing Planning and Environmental Linkages studies.

• Experience working on at least one NEPA Environmental Impact Statement continuously from Notice of Intent through Record of Decision.
