Duties

  • Serves as a Statistician (Data Scientist) within Analytics and Compliance Planning (ACP) and oversees and directs research and analysis on risk and likelihood of payment and reporting noncompliance to generate compliance and audit cases.
  • Develops new metrics, models, and algorithms for measuring risk, reviews past methods, coordinates with agency stakeholders on the analytic needs of ONRR's audit/compliance community, and continually improves risk models and measurement.
  • Conducts inferential and predictive statistical analyses to explore data, test hypotheses, interpret statistical output, visualize data, and inform decisions.
  • Leverages expertise in a programming language such as R, Python, SAS, or SQL to enable advanced analyses and implement model training and prediction.
  • Utilizes experience with data visualization software such as Microsoft Power BI or Tableau to explore data and present polished graphical representations of findings to project stakeholders.
  • Creates and updates analytical process flows in software such as Alteryx, Snowflake, or SAS to empower other users across ONRR to utilize the tools, models, and predictions created by ACP.
  • Translates complex concepts, findings, and limitations into concise, plain language. Closely ties findings and conclusions into the agency mission, original problem statement, and team objectives.

Qualifications

All applicants for this position must possess one of the following basic requirements:


A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

At the GS -12 level, you must meet the following qualification:


One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: 1) research and apply statistical and/or mathematical techniques and accurately interpret results; 2) provide support in developing statistical and/or mathematical risk models and analytical and algorithmic methods that test hypotheses and refine models; 3) meet with management or employees to interpret, explain and document methods, and results as they relate to statistics, risk and analytical models; 4) deliver training or provide guidance to peers and other employees for techniques and best practices in interpreting results from a statistical and/or mathematical risk model.



At the GS -13 level, you must meet the following qualification:


One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: 1) develop or revise an agency or organization's statistical or mathematical models and complex algorithms related to financial, economic, or actuarial risk; 2) develop procedures for statistical model data integration, query authoring, manipulation, and output related to financial, economic, or actuarial risk; 3) develop, review, and enhance an agency or organization's financial, economic, or actuarial risk models and analytical methods to test hypotheses and refine models; 4) lead and conduct meetings with stakeholders or technical representatives to interpret, explain and document methods, results, and interpretations as they relate to statistics, risk and analytical models; 5) develop and deliver training or provide guidance to peers and other audiences on conducting and interpreting results from statistical or mathematical models and complex algorithms related to financial, economic, or actuarial risk.

The final determination of the duty station for this position will be made by the selecting official at the time of the job offer. Flexibilities to work remotely in a virtual posture may be considered under the guidance of ONRR's remote work policy which will be provided as necessary based on duty station determination.



The actual salary will be based on the geographic location on selectee(s) location, grade, and step.


The Office of Natural Resources Revenue has determined that the duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisory approval, and if they meet the eligibility criterion in the 2010 Telework Act.
