What will I do in this position if hired?

In this position, you will Coordinate high-level assignments and issues. Typical assignments include:

  • Providing analytical support to senior staff in reviewing, analyzing, and editing various documents, including correspondence, doctrine, policy, legislation, General Accounting Office (GAO) and/or Inspector General (IG) reports.
  • Formulating recommendations to senior managers based on knowledge of current issues, legislation, programs and regulations. Assists in the identification, analysis, and evaluation of ORR issues.
  • Assessing effectiveness of programs and recommends adjustments to the organizational structures and approaches of the directorate, as needed, as they relate to the realignment of functional responsibilities.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Independently developing or implementing new policies that impact a specific program; AND
  • Analyzing and evaluating the impact of policies and procedures on emergency management.
  • Assisting in conducting management studies to assess effectiveness of emergency management programs/policies.

OR

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related

OR

Combination of education and experience

To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Manages and coordinates high level policy development and analysis efforts; AND
  • Oversees the research and analysis of complex policy issues; AND
  • Prepares in-depth briefings for senior officials, talking points, and white papers on policy issues.
