Fill Type:  Temporary Substitute/Backfill Exemption under Charter Section 10.104-17.

This is a Temporary Exempt (TEX) Category 17 Appointment from Civil Service rules pursuant to San Francisco Charter Section 10.104-17. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. Duration of this Temporary Exempt Category 17 appointment is limited to two (2) years in four (4) six (6) month increments per CSC Rule 114, Article VI, Sec. 114.26.7.

Job Description



This position manages mass care and shelter work for the San Francisco Human Services Agency's Disaster Preparedness and Response Unit. Successful candidates can work across a diverse group of partners to foster relationships that work together to provide a unified approach to sheltering, feeding, distribution of supplies, reunification, and other essential assistance to San Francisco residents in times of crisis.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

This position is responsible for the tasks involved in mass care, shelter, and human services, including the following:

  1. Develops comprehensive care and shelter emergency plans, policies, and operational processes.
  2. Coordinates the full scope of disaster shelter services, understanding current capabilities; identifies additional potential sites and required resources.
  3. Leads site suitability assessments and works with stakeholders to plan for and provide shelter operations; keeps all parties current on current capabilities.
  4. Oversees agency care and shelter supplies, assets, and logistics management.
  5. Serves as the mass care and shelter liaison to other city departments, public safety agencies, community groups, private organizations, and the public, coordinating activities with each.
  6. Develops training and exercise opportunities; guides City staff on mass care and shelter, including roles and responsibilities during the activation of mass care operations.
  7. Supports annual agency and city-wide goals for mass care services through participation in meetings, projects, and local response activities.
  8. Serves on a rotating basis as the 24/7 SFHSA Duty Officer, the primary point of contact for mass care needs during incidents and emergencies.

Qualifications



1. Education: Possession of a baccalaureate degree from an accredited college or university;

AND

2. Completion of United States Department of Homeland Security, FEMA, Emergency Management Institute Courses: IS 100.b/c or ICS 100, IS 200.b/c or ICS 200, and IS 700/800.

AND

3. Experience: Four (4) years of experience in emergency/disaster planning and management or a closely related field.

Substitution:

Possession of a baccalaureate degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field can substitute for up to two (2) years of the required experience.

Possession of a master's degree from an accredited college or university in Business, Public Administration, Emergency Management or a closely related field can substitute for up to three (3) years of the required experience.

Additional experience in emergency/disaster planning and management, as described above, may substitute for the required degree on a year- for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

LICENSE AND CERTIFICATION

Possession and maintenance of a valid California driver's license.

SUPPLEMENTAL INFORMATION

Required to carry a pager and serve as the on-call Duty Officer and Emergency Operation Center staff member on a rotational basis; and work weekends, evenings, shifts, and holidays, as assigned.

  • Experience with logistics management including inventory and procurement.
  • Experience being on-call and able to respond to emergency events as needed.
