As an Energy Policy Analyst with the California Public Utilities Commission (CPUC), you will be at the forefront of innovative solutions that drive California’s transition to a sustainable, safe, and equitable energy future.

This position offers a unique opportunity to apply your analytical, economic, and policy expertise to some of the state’s most pressing energy challenges. Working alongside multidisciplinary teams and high-level decision-makers, you will play a pivotal role in crafting policies and programs that impact millions of Californians, ensuring safety, equity, and environmental responsibility are at the core of our energy system.

Under the general direction of the Program and Project Supervisor, the key responsibilities of the Energy Policy Analyst are:

  • Lead or contribute to complex research, economic, and policy analyses to inform the development of energy policies and programs.
  • Provide technical support to Administrative Law Judges (ALJs) and Commissioners by preparing briefings, policy research, and alternate decision drafts.
  • Represent the Energy Division and CPUC in high-profile settings, collaborating with state agencies, stakeholders, and the public to advance statewide clean energy goals.
  • Organize and facilitate workshops and stakeholder meetings, preparing comprehensive reports to summarize findings and recommendations.
  • Analyze procedural filings, legislation, and stakeholder input to inform and refine energy policies.
  • Prepare scopes of work, oversee consultant activities, and manage contracts to support the implementation of energy programs.
  • Provide insights on pending legislation and respond to inquiries from legislators, public agencies, and the community.

CPUC encourages a hybrid workplace model that is designed to accommodate the full range of workplace preferences, to the extent that individual job duties allow. For most Energy Division positions, staff can opt to work largely from home or in an approved alternate work location or work primarily or entirely in a CPUC office. In all cases, though, occasional in-person attendance will be required for onboarding and orientation, certain trainings, team building activities, and collaborative meetings, as specified by management. All State employees must reside in California.

Positions at the CPUC may be eligible for telework under Government Code 14200 for eligible applicants residing in California, and subject to meeting the telework eligibility criteria.  Telework Policy CalHR
