The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Job Description



Under direction of the Director of Comprehensive Crisis Services and HOPE SF System of Care, the Deputy Director, Comprehensive Crisis will oversee a large portfolio for CCS SOC that includes: 1) Quality Assurance, 2) Utilization Management, 3.) Mobile Crisis Benefit Monitoring), 4) Cal Aim Reform and new documentation requirements 5) implementation of various federal, state, and local legislative mandates and initiatives as it relates to Crisis Services. This position provides leadership over Comprehensive Crisis Services, in collaboration with Crisis Director and Crisis Management Team, and administrative and clinical supervision of direct reports for units assigned, including monitoring performance, coaching to improvement, annual performance evaluations, performance improvement plans and other labor relations/union liaison.

This position communicates regularly with the Crisis management team regarding activities within Crisis and in coordination across other city departments in addressing the needs of individuals and families in Crisis or that live in the Hope SF communities. This includes development and utilization of data reports on services delivered, revenue maximized, and areas of improvement, including recommendations for the reallocation of resources.

The Comprehensive Crisis Services Deputy Director leads the following four units in the Crisis Section: (1) Quality Assurance; (2) Crisis Services Management; (3) Crisis System of Care Training (4) Crisis Team Regulatory Compliance. The Comprehensive Crisis Services Manager directly supervises the leads of each of these four units.

The Comprehensive Crisis Services Deputy Director also performs the following essential duties:

  1. Manages quality assurance of crisis and community wellness services to produce positive results that meet departmental standards based on program scorecards and electronic medical record reports
  2. Documents quality improvement initiatives to produce and update standard work to ensure quality services as documented through electronic medical records and client feedback through established channels
  3. Facilitates technical assistance to mental health providers and contractors in the provision of crisis services
  4. Implements procedures related to crisis services that are reimbursable under Medi-Cal to optimize department revenue generated using medical record systems and reporting
  5. Oversees implementation of regulatory mental health reforms and initiatives to create processes and procedures in compliance with state and local regulations in response to legislation that directly and indirectly impacts comprehensive crisis services
  6. Supervises clinical and professional staff to produce successful outcomes based on program-specific personnel metrics and human resources best practices
  7. Prepares reports related to crisis program deliverables and client needs assessments to provide updates to BHS and Comprehensive Crisis system of care leadership team and other connected City departments
  8. Directs the allocation of program resources to achieve timely outcomes and appropriate staffing models based on budget reports provided by DPH Finance and Contract units

The Comprehensive Crisis Services Deputy Director (0923 Manager II) may perform other duties as assigned or required.

Qualifications



Education : Possession of a bachelor's degree from an accredited college or university; AND

Experience : Four (4) years of professional experience developing, coordinating, and/or evaluating programs providing mental health services.

Education Substitution : Additional qualifying experience may substitute for the degree requirement on a year-for-year basis for up to two (2) years. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Note: One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).
