Job Role Summary


This position will serve as the Database Manager for the Ryan White/HIV Services Program (RWSP). Responsibilities include assisting the Director in writing/editing the Ryan White Part A/MAI Grant, Progress Report, Implementation Plan, Request for Professional Services, and the Integrated HIV Prevention and Care Plan. This includes but is not limited to the creation and generation of CAREWare data and analysis and data from other sources as needed to support these documents requirements and reliability. This position is responsible for oversight and administration of the RWSP CAREWare information system. This includes close coordination and collaboration with the designated RWSP staff person assigned primary responsibility for RWSP management of the RWISE and GMS interfaces. The Database Manager is responsible for coordination and planning with the Indiana Department of Health on implementation of the now statewide CAREWare HIV Program hosted on our shared server as of 2020. Responsibilities include supervision of RWSP sub-recipients and, when necessary, associated IT staff regarding CAREWare user agreements, account creation, permission updates, data entry, reporting, and quality control. System components include the CAREWare (a HRSA recommended database utilizing a central server configuration designed for collection, analysis, and reporting of RWSP sub-recipient service delivery), RWISE interface (Ryan White Integrated Statewide Eligibility), and GMS interface (Grant Management System). The range of activities include onsite database management and support to RWSP staff, including generation of CAREWare reports and analysis as requested by the Director, HRSA, and sub-recipients; data management and quality control; and training of RWSP staff and sub-recipients. Support includes specific initiatives of quality management and National Ryan White Monitoring Standards program audits. This position is responsible for supervising the accurate and timely reporting of RSWP service delivery data by sub-recipients consistent with HRSA conditions of award. This position will supervise RWSP EHE Data Analyst Data.



Associated Job Duties





  • Provide programmatic/data assistance to the Director and all RWSP program areas, including quality management initiatives and National Ryan White Monitoring Standards program audits. The position supervises sub-recipients in the RWSP 10 county service area with development, management, operation and maintenance of RWSP information systems and HRSA reporting. This includes complete supervision and administration of the CAREWare reporting system as well as close collaboration and assistance with responsible RWSP staff for management of and assisting with the RWISE (MCPHD) and GMS interfaces.
  • Provide fiscal and programmatic data analysis as related to Special Quality Management/Quality Initiatives for the RWSP.
  • Lead coordination with IDOH on implementation, ongoing planning, and problem-solving of the statewide CAREWare.
  • Provide fiscal data analysis to all sub-recipients regarding quarterly RWSP fiscal reviews as it pertains to Standards of Care and the National Ryan White Monitoring Standards.
  • Participate in the provision of programmatic and fiscal data analysis for service priority and allocation consideration.
  • Responsible for assisting the Director in the writing, editing and completion of the Ryan White Part A/MAI Grant, Progress Report, Implementation Plan, and the Integrated HIV Prevention and Care Plan, including generation of reports and data analysis to support these documents.
  • Participate in the annual review of sub-recipient grant applications and subsequent funding decisions.
  • Hands-on management and supervision of the RWSP CAREWare portion of the annual HRSA Ryan White Services Report (RSR) process and oversight of sub-recipients concerning RSR requirements, data entry, and quality. Supervises sub-recipients to troubleshoot data issues during RSR process and at process completion, interfaces with HRSA regarding feedback concerning missing/unknown data. Takes the lead on reviewing and working with sub-recipients to improve RSR data through the implementation of a 6-month data review to identify and correct problems in preparation for the RSR. Close coordination and collaboration with IDOH through the CAREWare portion of the RSR process.

  • Plans, initiates, and tracks quality control processes to ensure CAREWare data is consistent with HRSA requirements and as consistent as possible with RWISE data. This includes coordination with the CAREWare host vendor (AJ Boggs), all sub-recipients and their associated IT staff when necessary, HRSA, IDOH, TriYoung, Inc. (IDOH CAREWare administrator and RWSP consultant) and RWSP staff. This includes, but is not limited to resolving usage issues, query design and troubleshooting, monitoring and improvement of sub-recipient compliance with data entry requirements, training for new sub-recipients, management of CAREWare build upgrades, assisting with oversight of the RWSP RWISE interface, and provision of data and fiscal reports to the Director and RWSP staff as requested. Annually, maintains CAREWare and GMS internal contract setup to be consistent with RWSP sub-recipient service contracts and updates as necessary throughout the grant year. Evaluates program needs and resources; makes recommendations for data management related purchases.
  • Thoroughly recognize the objectives and principles of the data collection systems used in the RWSP and be able to function as a RWSP expert who will offer advice and assistance in resolving problems associated with the collection of program data.
  • Supervision and implementation of training as needed for RWSP staff in the use of data management tools relative to specific work responsibilities, such as data entry and data analysis for quality management and sub-recipient program audits. Supervision, orientation, and training of RWSP staff in CAREWare usage and data analysis.
  • Supervises and provides technical assistance to HIV data staff to ensure quality service provision as well as personal and professional growth of staff
  • Participates in two H.O.P.E events per year.
  • Performs other duties as assigned. Other Duties and Responsibilities:
  • Serve on appropriate committees and task forces as assigned.
  • Participation in Marion County Public Health Department data initiatives and training opportunities.
  • Attendance at national conferences/meetings as requested.

Qualifications

  • Master's in Public Health or Public Administration with focus on health administration or five years or more of experience in other related health field is required.
  • Two to three years related experience and/or training overseeing public health and computer database information technology in a PC Windows environment.
  • History of providing supervision to organizations on programmatic oversight and data collection.
  • Excellent communication skills with internal and external customers.
  • Strong organizational skills, including attention to detail and ability to multi-task.

Knowledge, Skills & Abilities


Language Skills:

  • Effective interpersonal, oral, and written communication skills to include interaction with sub-recipients, community members, and technical and non-technical staff within and outside of the MCPHD.
  • Experience in working with grants, grant writing, reports creation, and database administration and management in a health environment.
Reasoning Ability:

  • Ability to analyze data to identify problems and propose corrective actions. Work independently with minimal supervision.

Working Environment

  • Standard office environment.
  • Exposure to communicable disease, illness, and irate community members and sub-recipients.
  • Some physical effort associated with filing, carrying of supplies for health fairs, travel between main office and meetings, program site(s), and health fairs.
  • Required to drive both in-county and out-of-county for completion of program tasks.
