Delta College, serves as the region's leader in workforce training, has a team of Business Service Representatives (BST) placed at the Great Lakes Bay Michigan Works! offices. This team works to support regional employers' workforce talent pipeline needs. The Business Services Representative Apprenticeship Specialist works collaboratively with the Business Services Team to form relationships with employers in the Great Lakes Bay region and assist them in a way that makes them more profitable. Individuals in this role will be assigned to work from a Michigan Works! service center in the Bay, Midland, Saginaw, Gratiot or Isabella county. The primary functions of this position are to assist local companies and businesses meet their talent needs specific to Registered Apprenticeships (RA). The Business Service Representative Apprenticeship Specialist is responsible for the continuation of development and implementation of comprehensive strategies to support RA expansion in the GLBMW! service area. This will include engaging industry and workforce intermediaries, employers, and other partners to expand and market Registered Apprenticeships to new sectors and underserved populations; enhance capacity to conduct outreach and work with employers to start new programs; and expand and diversify participation in RA through innovations, incentives, and system reforms. Individuals serving in this role are expected to spend the majority of their workday out in the business community serving as a primary liaison between Great Lakes Bay Michigan Works! and employers. Travel to and from businesses in Bay, Midland, Saginaw, Gratior and Isebella counties is an essential function of this role. This is a grant funded position. ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING : - Through the guidance of the Business Services Director at GLBMW!, foster and establish sustainable Registered Apprenticeship (RA) programs in the GLBMW! service areas. Meet with employers who are interested in creating or expanding new US DOL RA Program. Individuals serving in this role are expected to spend the majority of their work day out in the business community and away from the service centers of Great Lakes Bay Michigan Works! serving as a primary liaison between Great Lakes Bay Michigan Works! and employers.
- Assist employers and employer-led collaboratives from varying sectors in expanding and creating RA programs. This includes starting new programs and working together to create a pipeline of skilled workers.
- Coordinate apprenticeship information sessions for employers. This includes leading sessions and presenting to large and small groups.
- Identify, develop, and disseminate tools and strategies that increase access, entry, and retention in RA for underrepresented populations.
- Assist the Michigan Works! Business Services Director with the development of Job/Career fairs with employers who offer apprenticeship opportunities. Identify and participate in existing events.
- Assist with agency communications and marketing teams to support the development of materials for recruitment and apprenticeship awareness/knowledge purposes.
- Assist in the establishment process with local union organizations that expands the collaboration of GLBMW role in the customized application process.
- Increase the diversity of workers entering and successfully completing RA programs through the development, implementation, and scaling of diversity and inclusion plans and practices.
- Expand/establish quality purposeful partnerships with organizations that serve minority and underserved populations in the region, including local state agencies
- Work with agency leadership key department managers to help to coordinate and/or become involved in a wrap-around approach to address multiple employment and training needs for RA participants and sponsors.
- Promote access to and use of all available workforce development resources to support RA expansion.
- Ensure veterans are provided access to RA opportunities,
- After identifying potential eligible veterans for program, coordinate with Employment Services Advisors to screen eligible veterans for referral to Disabled Veterans' Outreach Program Specialists for case management services. Then and apply the priority of services for veterans and eligible spouses in the delivery of all RA expansion activities.
- Join management and supervisory staff in all required trainings, meetings, conferences and periodic calls convened by the state RA leads from the Workforce Development Agency.
- Attend Apprenticeship Learning Network (ALN) modules. The ALN will provide the Business Service Representative Apprenticeship Specialist with relevant training and knowledge to assist them in performing their duties.
Provide support as assigned for any and all career exploration and employee fairs.
Required Qualifications - Bachelor's Degree
- Minimum of one to three year's experience in Sales, Business or Human Resources
- Evidence of intermediate skill level in Microsoft Word, Excel and Outlook.
Additional Experiences Considered - 5+ years experience in management and or apprenticeship experience
- Previous experience providing Michigan Works! or other similar federal program services (TAA, WP, WIOA, NAFTA) and other federal programs.
- Experience with apprenticeship programs
